Work to begin on Ashton Town Hall steps

Ashton’s historic Town Hall is set to take a major step forward in its transformation, with planning consent now granted for the next phase of works to restore the landmark’s iconic front steps.

The project forms part of the £19.87 million Levelling Up Funding awarded by Central Government to regenerate Ashton town centre. The approved plans will return the steps to their original 1840 design, while significantly improving safety, accessibility, and the building’s civic presence.

The restoration will include:

  • Replacement of the worn 1980s concrete steps with high-quality natural sandstone
  • Installation of new handrails with integrated lighting that meet modern accessibility standards
  • Brass step inlays for added heritage character and improved slip resistance
  • Refurbishment of the steel gates and installation of discreet new bird deterrents
  • Reinstatement of the historic cannons on the plinths, restoring a much-loved feature of the Town Hall’s original design

A new lighting strategy has also been approved, ensuring the steps and the wider building will be beautifully illuminated, highlighting this key heritage asset at all times of day.

This phase of work complements the ongoing transformation of Market Square, with both projects aiming to create a vibrant and welcoming civic space for events, visitors, and local businesses. Restoration of the Town Hall steps is set to be completed in line with the Market Square improvements in Spring 2026.

Changes to the site will begin over the next week. The pedestrian walkway in front of the Town Hall will be temporarily relocated to allow engineers to continue excavation work and commence the restoration of the steps.

Pedestrians will still be able to walk around the rear of the Town Hall, and the new walkway will guide people across recently laid paving, offering an early glimpse of the craftsmanship and quality planned for the wider public realm. Clear signage will be in place throughout, and access to nearby businesses will remain fully maintained.

In addition to the steps project, the Council is progressing feasibility and design work on a wider plan to transform the Town Hall into a vibrant, multi-use civic, cultural and commercial hub by 2030, subject to Executive Cabinet approval and confirmation of funding.

The long-term vision focuses on carefully blending the building’s historic character with modern functionality. Construction is anticipated to take place in phases from 2028 to 2030, with all works meeting strict heritage and planning standards.
