
Oldham Council has announced changes to the way licensed vehicles are tested in the borough, as part of its ongoing work to reduce waiting times and future-proof its vehicle testing service.
Over recent years, more local drivers have registered with Oldham Council – this has generated additional demand, and the council is keen to make sure this does not adversely impact the existing drivers.
Therefore, after informal consultation with the trade, they have proactively addressed vehicle tests waiting times by allowing mid-year tests to take place at any DVSA-approved test centre, rather than solely through the council’s facility.
This change will immediately free up around 2,000 test slots, helping to reduce waiting times for new applications, renewals, and re-tests — and creating capacity for further fleet growth in the coming months.
Councillor Elaine Taylor, Oldham Council’s Cabinet Member for Housing and Licensing, said “We’ve seen a significant rise in the number of licensed vehicles across Oldham in recent years, and we know how vital it is for drivers to stay on the road and earning.
"These changes will make a real difference by freeing up testing capacity, cutting waiting times, and ensuring that vehicles remain safe and roadworthy.
"It’s about being practical, responsive, and forward-thinking - making sure our services can keep up with growing demand while supporting our local drivers and the community they serve.”
Councillor Sajed Hussain, Chair of the Licensing Committee, added: ‘’This change in policy is another example of where the council and the Licensing Authority are working to grow the taxi trade in a safe and effective way while also ensuring excellent standards for our residents.’’
The council will continue to carry out initial vehicle tests and focus its resources on ensuring high safety and licensing standards for all taxis and private hire vehicles operating in the borough.
The Licensing Department will be making contact with all drivers affected by this change in the near future.
