Households in Oldham could face a new charge to replace brown, blue and green recyling bins.
Leaders at the town hall are considering introducing the new fee, which could be around £10. The move is still being considered and a final decision has not yet been made.
It would apply to replacement brown bins, for glass, plastic and tins; blue bins, for paper and card; and green, for garden and good waste.
The charge for replacement grey bins – for non-recyclable household waste – would stay as is – £35.
A final decision was due to be made this week but was delayed so council bosses could consider the matter further.
It could be a number of weeks before a final figure is confirmed, the Local Democracy Reporting Service understands.
It comes as Oldham council battles to plug a £14m budget hole. It is hoped the new charge would help reduce the number of replacement bins requested and could say up to £90,000 a year.
The town hall as decided, unlike in other Greater Manchester councils, to keep collections free, save for bulky items.
