
Currently only larger Houses in Multiple Occupation (HMOs), that house seven or more people, require planning permission. However, under a new proposal being put forward all HMOs would need planning permission.
Tameside council hope that this change will ensure that shared housing is safe, well-managed and works for everyone.
Under the new rules, every HMO, including those housing between 3 and 6 people, will need planning permission.
The change allows the Council to have more control over where shared homes are developed and how they will impact local communities.
It will also give the ability for residents and stakeholders to provide feedback during the planning process.
If approved at Executive Cabinet – the change will apply borough-wide and take effect immediately.
The changes will also help the council check to make sure there’s enough parking, bin storage and living space, improve the standards for people living in HMOs and it will protect residential areas from overcrowding.
The move hopes to help balance the need for affordable housing whilst also keeping a high quality of life for residents and ensure shared homes are safe and well-managed.
If the change goes ahead, Tameside will be the second Greater Manchester authority to implement such an immediate direction.

We’re acting on residents’ concerns and taking steps to manage the impact of higher HMO concentrations. These changes will give communities a voice via the planning process and ensure shared housing is developed responsibly.”
