Officers surrounded a property on Inkerman Street in Hyde before bursting through the doors.
There was a heavy police presence with tactical aid unit vans also on the scene.
Witnesses claim that two men were taken from the scene, one of the men was reportedly seen with a bloodied head as he was removed from the property.
Officers remained at the scene late into the evening.
Greater Manchester Police (GMP) have confirmed that the incident is not related to any of the recent terror-related investigations.
GMP are working to establish the facts relating to the incident and said that there is not believed to be a wider risk to the public.
At around 7.40pm on Sunday evening, Greater Manchester Police received a report regarding the potential abduction of a man in the Hyde area of Tameside.
Officers immediately responded and began an intensive investigation as they sought to establish the full circumstances and facts of the incident.
This included the arrest of a man on suspicion of abduction and, the following day, the execution of a warrant by armed officers in Meadowfield Court, Hyde.
Following extensive work, officers believe that no abduction took place, with no wider threat to the public. A male has since been arrested on suspicion of perverting the course of justice and enquiries are ongoing.
Assistant Chief Constable Steph Parker said: “These calls put an unnecessary strain on our resources at a time when serious work was ongoing across the force. Ultimately, for both of these cases, these specialist resources were thankfully not required for the situation.
“While we take all calls incredibly seriously and will respond to them – as we did in these two instances – we will always take the appropriate steps where these calls are not suspected to be genuine. Protecting the public is our number one priority and we won’t hesitate to make arrests or secure charges when we suspect people are interfering with that.”
GMP are urging people to be mindful when making inappropriate calls to emergency services.
